Scale on plaster

In the new building, the ceilings and walls are to be painted with washable dispersion paints. Scale was found on the plaster on wetting and scraping off the coating. Please list the steps performed while applying the coating and justify the technology of implementation

The steps for painting walls and ceilings are as follows:

1) etching the layer of scale on the plaster with fluate diluted with water in the ratio 1:1, and then thoroughly rinsing with clean water;

2) undercoating with washable dispersion paint;

3) surface painting with washable dispersion paint. The layer of scale on the plaster should be removed before applying a new coating, because this shell, due to the difference in stress, will fall off the plaster. The scale layer can also be removed mechanically. In this case, washing with fluoride has been proposed, because it is faster.
