How to replace the wallpaper?

The ceiling of the room was covered with embossed wallpaper. The base coat is made of abrasion-resistant adhesive paint only. It is planned to make the undercoat of a wash-off dispersion paint. The ceiling should keep this texture, like wallpaper. Please list the steps for wallpapering the ceiling one by one and justify the need for them. These steps are as follows:

1) removal of old embossed wallpaper – by soaking and tearing off;
2) repairing minor damage to the plaster with a leveling compound on a hydraulic binder;
3) application of the primer – by painting with a plaster primer;
4) sticking new embossed wallpaper, using a special glue in proportion 1:20;
5) undercoating the wallpaper with wash-resistant dispersion paint;
6) top painting the wallpaper with a waterproof dispersion paint.

Justification:

Always remove old paint before applying a new coating. Applying a coating of water-resistant dispersion paint to old paints leads to an unfavorable tension difference, causing the new coating to peel off.

The adhesive paint, however, cannot be easily washed off the embossed wallpaper. After getting wet, the wallpaper is at least partially detached from the substrate. The old wallpaper should be completely removed and only then can the new wallpapering be started.

The application of glue paint on embossed wallpaper is inappropriate and inconsistent with the general rules.

Undercoat painting with plaster primer is necessary in order to strengthen the surface, because after washing there are always residues of glue paint.
